TAYLOR KOCH, PRINCIPAL
Taylor Koch is a seasoned affordable housing developer and finance professional with deep expertise in structuring, underwriting, and administering Low-Income Housing Tax Credit (LIHTC) transactions. Over the course of his career, Taylor has held leadership roles at two nonprofit development firms and two state Housing Finance Agencies (HFAs), equipping him with a comprehensive understanding of both housing policy and real estate finance.
Most recently, Taylor served as Director of Multifamily Development at the Ohio Housing Finance Agency (OHFA), where he managed the state’s 4% and 9% LIHTC programs and oversaw the deployment of critical gap financing sources, including HOME, HTF, HOME-ARP, and CDBG funds. In this role, he led program strategy, evaluated project feasibility, and supported statewide efforts to expand and preserve affordable housing.
Taylor is known for his collaborative leadership, policy insight, and commitment to advancing equitable development. He holds a bachelor’s degree in Economics and Political Science and dual master’s degrees in Business Administration and Public Administration from The Ohio State University.
ALBERT MATLOCK III, PRINCIPAL
Albert Matlock is an experienced real estate development and finance professional with a demonstrated commitment to expanding access to quality affordable housing. With deep expertise in the Low-Income Housing Tax Credit (LIHTC) program, Albert has originated, structured, and closed over $275 million in LIHTC transactions, contributing to the development and preservation of more than 500 affordable and mixed-income housing units.
Albert’s work spans both the public and private sectors, most recently he served as an Underwriter at New York State Homes and Community Renewal (NYSHCR), overseeing the full lifecycle of 4% LIHTC bond transactions. In this capacity, he led complex deal structuring and coordinated directly with developers, lenders, syndicators, legal counsel, and government stakeholders to ensure regulatory compliance, financial feasibility, and timely bond closings across New York State.
He holds a Bachelor’s degree from The College of New Jersey, a Master’s in Real Estate Practice from Pratt Institute, and an MBA from Cornell University.

Development Team & Capacity Preparation
Assemble complete experience and capacity packages, coordinating documentation to meet LIHTC application eligibility requirements.

Coordinate procurement of architectural plans, market studies, appraisals, PCNAs, and environmental assessments to meet agency and financing requirements.

Lead full preparation and submission of LIHTC and related funding applications, including narrative writing, forms, and team documentation.

Support creation of compliant development and operating budgets aligned with underwriting and program restrictions.

Advise during closing; assist with documentation required for final LIHTC allocation and IRS Form 8609 submission.

Offer ongoing strategic guidance on LIHTC program rules and HFA-specific requirements throughout the engagement.
